This tool is a collection of Work Packages that represents a tactical selection of Work Packages to provide material gain to the client's strategies. It corresponds to a collection of priority packages and activities that make up a portfolio of deliverables, to direct a tactical maneuver that will be implemented through operational planning or programming.

Pool Work Package
The PWP (Pool Work Package) tool is a project management tool that allows the segregation and prioritization of work packages. Inspired by the idea of a carpool lane, where only a few vehicles are prioritized and segregated so as not to compete for the same space, PWP applies a similar concept to a project's deliverables.
In project management, just like on the road, some deliverables take precedence. These deliverables receive more resources and attention, allowing them to be completed faster. The PWP allows certain work packages (WPs) to enjoy these privileges as long as they meet specific criteria.
This preference or prioritization is not just a matter of favoring some over others. It's about providing WPs with greater process fluidity, allowing them to reach their “destination” - that is, to be scheduled for execution - more quickly than others. This strategy can be particularly beneficial in complex projects with many interdependent WPs, where accelerated completion of certain deliverables can facilitate progress in other areas of the project.
To manage a project effectively, it is imperative to not only identify priorities but also understand how preference and dynamics interact to influence progress. A WP originates from the Work Breakdown Structure (WBS), but is not immediately ready for execution. It still needs to go through a maturation process, which takes the WP from being newly created to being ready for execution. This process corresponds to the path between strategic and operational planning, involving tactical and operational management processes that give the WP the necessary maturity to efficiently use the resources allocated for this purpose. Therefore, PWP is a valuable tool for effective project management.
